'Rats, Bats, and Vats' is a science fiction novel written a few years ago, by Eric Flint and Dave Freer. It might be entertaining for anyone who likes the Shard setting (the zoic concept in particular), as it is about uplifted rats and bats plus a vat born human who are serving as cannon fodder on the front lines of a war to defend an interstellar colony. It is funny as hell, very tongue in cheek and the 'animals' tend to be more 'human' than many of the humans. There is a sequel which has less involvement of the rats and bats, but is also pretty good. Check it out, it's a very good read. She-bat-who-must-be-obeyed demands it...

It is a bit PG but Brian Jacques -Redwall series is all animals as well (mice, rabbits, badgers, etc...)
and other good sources are Watership Down (awesome book if you can get through the boring parts) and Animal Farm.ToG

However, what makes the rats and bats more similar to the Shard zoics is the fact that humans are responsible...

David Brin has a couple series/trilogies about uplifted animals that Shard reminded me about. They are very good about giving a specific feel to each species.
