Does the Active Combatant get a Reaction on his own action? So Bob is the active combatant and punches Joe, Joe uses his reaction to counterattack and punch Bob back, can Bob then use a reaction to punch Joe again?

No, but he can use his next Action to punch Joe again. The Active Combatant gets Actions instead of Reactions. When he's no longer the Active Combatant (and if he still has Actions left) he can use them as Reactions.

That's right... As Aaron said... The character who is the Active Combatant gets to take Actions each time she wants to do stuff... Each time the Active Combatant declares what she wants to do, and then rolls her Action Dice for whatever Actions she wishes to perform, after any defenses and damage is reconciled, then all the REST of the combatants get to use one of their Actions each to React...
